Mid-Term Evaluation Of European Refugee Fund Project 2011-2013
Killarney Asylum Seeker Initiative and Tralee International Resource Centre Consortium are implementing a 3-year ERF programme for Asylum Seekers and Refugees in Killarney and Tralee towns respectively.
Both projects are community-based and offer a range of services including drop-in centres, provision of information, advocacy, referrals, as well as practical and moral support. The projects also implement various activities to include language support, health and other education & training, social and cultural events, raise awareness to the community of intercultural diversity and provide a link between asylum seekers / refugees and local community
Purpose of the Evaluation;
- produce a written report evaluating the work of the project as described in the ERF application
- to highlight the achievements and successes of the project
- extent to which project reached its objectives
- prepare a profile of users of the services including a profile of target groups that don’t take up the services and the reasons why
- report on financial management and related issues
- identify any challenges or obstacles that arose along the way
- to report on the outcomes of the project; numbers that used the centre, numbers of courses ran and participants, number and range of activities completed
- evaluate the benefits to the target group
- analysis of supports received from funders and agencies, ie the add-on value
- assess the impact of the project on the local community
- draw conclusions and recommendations
Tenders
KASI now invites suitably qualified evaluators/ researchers to tender proposals for the evaluation of this project. A background in community or voluntary project research is desirable.

- Relevant experience (include two samples of previous work)
- Detailed proposal/ methodology including timeframe
- 2 references
- Costs
Budget: Maximum budget for the evaluation €3,000.
Assessment
Tenders will be assessed based on experience, quality of proposal and value for money
Closing date for receipt of tenders: 5.00 PM Monday, 27th February 2012, possible interview Wednesday 29th February.
Completion date: We envisage commencement by Monday, 19th March and completion by Thursday 31st May, including a presentation of the final report.
